Reporting to the Global Procurement Director- Plant Indirect and Real Estate, the Global Category Sr Manager - Construction (“GCM”) is responsible for category strategy development and execution of ~$215M in Construction category spend. The GCM will utilize a robust category management process to develop effective strategies that deliver value aligned with internal partner needs and shareholder expectations.The Construction category and associated suppliers are typically a mix of regional and local and represent significant opportunity and risk to multiple businesses and functions. The GCM is responsible for driving performance improvements in Quality, Service, Total Cost, Risk Management, and Responsible Sourcing. The GCM will lead high value and high impact RFPs, improve project execution timelines, and ensure effective stakeholder and supplier relationship management.

Primary Responsibilities and Duties
% of Time (estimated)
15% - Category strategy development
40% - Strategy execution through bidding and contracting in collaboration with Procurement COE
20% - Proactive stakeholder engagement
15% - Supplier relationship management
10% - Stakeholder/site escalation support
Scope of Responsibility:
For the Construction category scope, the GCM will:
Collaborate with BD’s Office of Global Construction (OGC) to effectively plan and execute large capital facilities projects and partner to with OGC to conduct regular meetings with project stakeholders to ensure project requirements are understood and completed in a timely manner
Conduct RFX planning, negotiation, and contracting with suppliers
Collaborate with regional PMs and team members to align and share best practices
Ensure category strategies are inclusive of business requirements, reflective of external market conditions and supply practices and result in three-to-five-year roadmaps of value streams, and where appropriate, sustainability and innovation opportunities
Advocate for the implementation of category strategies, facilitate supplier selection to ensure consistency with category strategies, approved by stakeholders, and communicated appropriately to the end user community
Promote and establish long-term cooperative relationships (through Supplier Relationship Management) with key suppliers and ensure that all suppliers are treated in a professional, ethical, accountable, and fair manner
Develop and maintain risk mitigation plans inclusive of proactive risk identification and risk prevention, mitigation, retirement, and compliance with businesses or functions
Address relevant aspects of the source-to-pay process aligned to corporate cash management objectives
Financial/Cost Objectives:
Deliver against functional goals including meeting or exceeding an annual contribution of 6-8% CapEx savings return on spend across near, mid and long-term driven by supplier savings and value engineering
Improve BD’s financial position through cost savings, non-price value opportunities and price movement / inflation management
Engage and influence Finance partners to drive appropriate quantification and visibility of financial impacts in the respective budgets through communication and consensus on strategies, and the annual budgeting process

Willingness and ability to perform both hands-on execution work as well as strategic planning
Ability to deal with ambiguity, assess/measure and take risks appropriately
Understanding of global supply markets and using them for sourcing strategies
Cost management practices including budgeting
Enabling supplier development, value delivery, and continuous improvement
Advanced skills in Microsoft Office (Excel, PowerPoint)
Travel: ~10-20%
Education/Degree:
Bachelor’s degree in Supply Chain or Operations
MBA or other relevant advanced degree preferred
Experience:
Minimum 10 years professional experience in Procurement in either or both Manufacturing and Services environments
Experience with industrial and/or commercial construction and/or manufacturing facilities including design and/or alteration of regulated manufacturing, facilities and administrative offices is preferred
Experience in developing and implementing effective sourcing strategies preferred
